SITE BC is governed by a Board of Directors (BoD) elected by the Society of Internationally Trained Engineers of British Columbia. The board provides a leadership for the SITE BC society to pursue its mandate as defined in the organizational mission statement.
The Board of Directors consists of a President, Vice President, Secretary, Treasurer, Executive and Non-Executive Directors. According to the Site BC Society by-laws the number of directors in a committee may range from seven to thirteen.

The board meets once a month to review past activities and decide on next steps to be taken by the Site BC Society.
Fernando Borja, P.Eng., President
Fernando Borja Vela has a B.Sc. in Electrical Engineering from the Escuela Politecnica Nacional Quito-Ecuador, and a MBA from the Universite du Quebec A Montreal UQAM. His primary experience in technical fields of the engineering is related with Instrumentation, SCADA systems, Telecommunications, and Residential Electrical Installations for construction companies. The last 15 years in his home country, Fernando has been dedicated to manage top manufacturing companies in the business of construction, plastics processing, food and beverages. Furthermore, he has led several projects for SOP and ISO 9000 certification for important manufacturing companies. In the past years he was also involved with his family businesses in Confectionery manufacturing and Residential Construction in Quito-Ecuador.
Fernando came to Canada in 2009. He joined SITE BC in 2010 as a Career Development Director and in 2014 was elected as a President for 2014-2016 term. In the April of 2016 he was reelected for a second consecutive 2016 – 2018 presidential term.
Currently he is working for PENTAIR AES (Former Point Four Systems Inc.) in the Aquaculture GBU in the area of SCADA systems, instrumentation, manufacturing processes standardization, and customer service. He is also collaborating with the R&D team in the design and manufacturing of proprietary controllers and sensors for water quality and environmental parameters.
Elias Alacar, B.Sc, Director of Public Relations Committee
Elias Geraldizo Alacar, Jr., born in Quezon City, Philippines; with B.Sc. in Civil Engineering from Technological Institute of the Philippines (TIP), Manila. A Registered Civil Engineer since 1985. Practised as a Civil-Structural Engineer, mainly in design-build and construction management of custom build residential, commercial, institutional and light industrial buildings; not only with new construction, but even restoration, retrofitting, renovation and repair works. Worked as a Structural Engineer for a pre-stressed and precast company, in Saudi Arabia; inclusive, working with American Corps of Engineers during 1st Gulf War.
He landed in Vancouver, B.C. on July 23, 2012; through the Federal Skilled Workers category, as a Permanent Resident. He got his SITE BC membership in February 2013 and was elected as Vice President in April 2014. He also joined the Filipino-Canadian Construction Society (FCCS) in April 2013 and serving as a Board of Director since October 2013. He is also a member of the Structural Engineers Association of BC (SEABC) since July 2013. He also volunteered with Builders Without Borders, Canada; who sent him to the tropical storm "Haiyan" Severely Devastated Province in the Philippines in February 2014. Skills Connect - Back in Motion pushed him to start registration with APEGBC in November 2013. After almost two years of networking and some local education, attending workshops and seminars; Since June 2014, he landed a job as an Estimator - Project supervisor - Coordinator with EUROPHIL Fabrication; Part - Time. From mid-September 2014, he is on call at Valley Testing Services of the METRO Group, as a Materials Testing Technician. His next step is to pursue his desire to achieve the P.Eng. designation and ultimately, be able to practice Civil Engineering here in Canada and beyond.
Wayne (Pui Wing) Leung, P.Eng., Secretary
Wayne (Pui Wing) Leung is an electrical engineer with a registered engineer status in Hong Kong, United Kingdom and British Columbia, Canada. Before moving to Canada in 2012, Wayne had long working history in power generation and beverage process automation industries.
Wayne is now working as an automation engineer in Vancouver Shipyards Ltd. which received a Canadian government federal contract to build non combat vessels for Canadian Coast Guard and Royal Canadian Navy.
Jing (Jane) Lu, B. Eng., Treasurer
Jing (Jane) Lu has a B. Eng. in mechanical engineering from Wuhan University of Technology in China. She was a registered mechanical engineer working for China 20th Metallurgical Construction Corporation in China for more than ten years. She was also a registered auditor of Quality management system (ISO9000) & Environment Management System (ISO14000) conducting external audits for various companies.
Jing Lu came to Canada in 2004. Now she is working in Quality Assurance department in a local submersible company called ISE (International Submarine of Engineering) which builds AUVs & ROVs for global clients.
Jing Lu sees the value of SITE BC’s mission in assisting new immigrants to achieve their engineering career path. She understands the difficulties the new immigrants are facing in a new country. She is committed to devoting herself to SITE BC in bridging the internationally trained engineers and engineering related job market in BC. K.C. Chau, B.Sc, Director of Membership
K. C. Chau has a B.Sc. in chemical engineering from Taiwan, post graduate diploma in polymer & fiber science from England, MBA from Macau and LLB from England. He was born and raised in Hong Kong and brings in more than 20 years of vast experience working in chemical industry. Before coming to Canada in 1997, he worked for giant chemical companies and had the opportunity of representing Henkel (Germany) as General Manager / Director for one of their Asia Pacific operations. After arriving to British Columbia, K.C. Chau went through a struggle of extensive job search for 4 to 5 years in the area of his expertise and finally made up his mind to work by providing help and assistance to newly landed immigrants after taking one year course training in counseling for changing his career. He worked at S.U.C.C.E.S.S. as Job Mentoring Program Coordinator form 2002 to 2012, in which he was the first pioneer in BC to launch the Job Mentoring Program in helping professional immigrants to integrate into the Canadian workforce. Before becoming the president of SITE BC in February 2008, he has been involved in the programs for ITPs' initiative. He was again elected as the President of SITE BC for another two years term until March 2012. Now he is happy being a Membership Director of the SITE BC Board and continue to helping internationally trained professionals.
