SITE BC is governed by a Board of Directors (BoD) elected by the Society of Internationally Trained Engineers of British Columbia. The board provides a leadership for the SITE BC society to pursue its mandate as defined in the organizational mission statement.
The Board of Directors consists of a President, Vice President, Secretary, Treasurer, Executive and Non-Executive Directors. According to the Site BC Society by-laws the number of directors in a committee may range from seven to thirteen.

The board meets once a month to review past activities and decide on next steps to be taken by the Site BC Society.
K.C. Chau, B.Sc., LL.B, Dip. Tech.Sc., MBA, President
K. C. Chau has a B.Sc. in chemical engineering from Taiwan, Post Graduate Diploma in polymer & fiber science from England, MBA from Macau and LL.B. from England. He was born and raised in Hong Kong and brings in more than 20 years of vast experience working in chemical industry. Before coming to Canada in 1997, he worked for giant chemical companies and had the opportunity of representing Henkel (Germany) as General Manager / Director for one of their Asia Pacific operations. After arriving to British Columbia, K.C. Chau went through a struggle of extensive job search for 4 to 5 years in the area of his expertise and finally made up his mind to work by providing help and assistance to newly landed immigrants after taking one year course training in counseling for changing his career. He worked at S.U.C.C.E.S.S. as Job Mentoring Program Coordinator from 2002 to 2012, in which he was the first pioneer in British Columbia to launch the Job Mentoring Program in helping professional immigrants to integrate into the Canadian workforce. Before becoming the president of SITE BC in February 2008, he has been involved in the programs for ITPs' initiative. He was again elected as the President of SITE BC for another two years term until March 2012. In April 2018 he was again elected as the President to keep SITE BC running before another competent SITE BC Director is available to step forward taking up the task.
Elias Alacar, B.Sc., Vice President
Elias Geraldizo Alacar, Jr., born in Quezon City, Philippines; with B.Sc. in Civil Engineering from Technological Institute of the Philippines (TIP), Manila. A Registered Civil Engineer since 1985. Practised as a Civil-Structural Engineer, mainly in design-build and construction management of custom build residential, commercial, institutional and light industrial buildings; not only with new construction, but even restoration, retrofitting, renovation and repair works. Worked as a Structural Engineer for a pre-stressed and precast company, in Saudi Arabia; inclusive, working with American Corps of Engineers during 1st Gulf War.
He landed in Vancouver, B.C. on July 23, 2012; through the Federal Skilled Workers category, as a Permanent Resident. He got his SITE BC membership in February 2013 and was elected as Vice President in April 2014. He also joined the Filipino-Canadian Construction Society (FCCS) in April 2013 and serving as a Board of Director since October 2013. He is also a member of the Structural Engineers Association of BC (SEABC) since July 2013. He also volunteered with Builders Without Borders, Canada; who sent him to the tropical storm "Haiyan" Severely Devastated Province in the Philippines in February 2014. Skills Connect - Back in Motion pushed him to start registration with APEGBC in November 2013. After almost two years of networking and some local education, attending workshops and seminars; Since June 2014, he landed a job as an Estimator - Project supervisor - Coordinator with EUROPHIL Fabrication; Part - Time. From mid-September 2014, he is on call at Valley Testing Services of the METRO Group, as a Materials Testing Technician. His next step is to pursue his desire to achieve the P.Eng. designation and ultimately, be able to practice Civil Engineering here in Canada and beyond.
Aleksei Ermilov, B.Sc., Secretary, Director
Aleksei Ermilov obtained a B.Sc. in Mechanical Engineering, HVAC from Far Eastern State Technical University, Vladivostok, Russia in 2006. He worked as a Mechanical Engineer in Vladivostok for six years forUtilities and Construction company. Aleksei has experiencein managing installation, upgrade and maintenance Mechanical Building Systems (Heating, Ventilation), Plumbing, Fire Protection, Water, Sewerage and Drainage. He has also done quality inspection of Mechanical Systems and as-built technical documentation. Came to Canada in June 2013 as a Permanent Resident through the Federal Skilled Worker Program. Settled in Vancouver, BC. In March 2014 Aleksei was employed as a Land Survey Technician at LNLS - Metro Vancouver Land Surveyors. Became a member of SITE BC in March 2016.Through the Skills Connect Program at ISS of BC Aleksei applied for membership at EGBC in February 2016. He has been helping to run SITE BC as a Secretary since April 2018.
Shahab Khoee, B.Sc., Treasurer, Director
Shahab is a senior utility project estimator and fiber optic network designer. He graduated from Azad University with a bachelor degree in Civil Engineering. He started his career as a building designer and site inspector in 1995. Within 6 years he progressed to be one of main national major projects inspectors in attorney general office in Iran. In 2005 he moved to Canada and started as a communication civil designer and managed numerous projects in BC, AB and Ontario. As a communication civil designer, Shahab designed numbers of fiber optic projects for service providers such as Telus, SHAW, Primus and Urban Network. He also supervised municipal projects in city New Westminster, Victoria, Powell River,.. base of MMCD and Ministry of Transportation. In 2010 he started his consulting services offering urban design of civil drawings of utility projects, traffic managements and permit application.
Abbas Abedian, Ph.D., Director
Abbas was born and raised in Iran. He holds an undergraduate degree and a PhD in Industrial Engineering/Operations Research from the United States. He has more than 10 years of experience in the management/planning/quality of mega projects mostly in the oil and gas industry. He has planned and delivered multifaceted training programs to all levels of staff and leadership in PMBOK standards, EFQM, and PMO. Additionally, he has established H2S safety services for off-shore oil and gas rigs and his teaching/research activities were in Production/Management, Quality, and Technology Management. Abbas enjoys serving on the Client Advisory Committee of MOSAIC, and SITEBC and would like to help new immigrants find their route to success and effectively join Canadian society.
Ishmael Yildirim, B.Sc., MBA, Director
Mr. Yildirim is the Electrical Engineering Specialist at Vard Marine Inc. has extensive experience in energy, construction, manufacturing, maintenance, production and engineering design. His primary focus is design and execution of engineering projects. He is working to support the Vard Marine growth in Canada. He has 13 years of experience in design of Electrical, Power, Control and Electronic systems in manufacturing, municipal, marine, transportation and energy sector. He has the ability to work within an EPCM environment. He holds outstanding analytical, engineering design skills to gather, analyse, and synthesize data to facilitate work breakdown structure. After having first electrical engineering experiences in Russia, he advanced his career with the chief engineering position in Saudi Arabia. Further, he was promoted to the Country Manager position in UAE projects. Recently, he has been working in Marine sector and was a part of the team for construction of OFSV 1-2-3 projects at Seaspan VSY Shipyard. Currently, he is working on OOSV Canadian Coast Guard (CCG) oceanographic research vessel project under the National Shipbuilding Strategy (NSS) of Canada. Mr. Yildirim speaks fluently in English, Turkish, Russian, Kazakh and elementary level of Arabic.
Gunawan Kowani, M.Sc., Web Maintenance, Director
Gunawan Kowani is originally from Indonesia, graduated from Mechanical Engineering, ITB, Indonesia and Aerospace Engineering, TU Berlin, Germany. He came to Vancouver in 2009 and became member of SiteBC shortly after that.
